The 2025 Licensing Round will begin on December 1, 2025, according to the Nigerian Upstream Petroleum Regulatory Commission (NUPRC). The announcement was made on Tuesday, November 11, 2025, during the NUPRC’s Project 1MMBOPD Additional Production Investment Forum in London by Engineer Gbenga Komolafe, the Commission Chief Executive (CCE). The declaration was in accordance with the Petroleum Industry Act after President Bola Ahmed Tinubu, who also serves as the Minister of Petroleum Resources, approved it, according to a statement from NUPRC’s Head of Media and Strategic Communication, Eniola Akinkuotu.
