After more than 33 years, the Nigeria Institute of Town Planners (NITP) has bemoaned the federal and subnational governments’ failure to execute the Urban and Regional Planning (URP) law. The revelation was made in Abuja on Monday during a national colloquium on the implementation of the 1992 URP Law by Dr. Ogbonna Chime, President of the Nigeria Institute of Town Planners, TPL. In order to replace the 1946 Town and Country Planning Law of Nigeria, which was a legacy of colonialism, the Federal Government of Nigeria issued Decree 88 of 1992, which was subsequently renamed the URP Law CAP. 138 LFN; 2004. The URP Law was amended by the Abdu Salam Abubakar Administration in 1999However, due to the extensive consequences of disregarding the law’s requirements on Nigeria’s effective resource management and national development planning, the NITP is worried about how the law is being implemented. Permit me to remind you that in 1990, the Nigeria Institute of Town Planners (NITP), which had been officially recognized by Decree No. 3 of 1988, issued a request for a revision of the 1946 law to the then-Honorable Minister of Works and Housing. This was done in order to provide proper institutional machinery for the establishment and development of orderly settlements, integrate physical development planning at various levels of government, and construct realistic land use procedures that are in line with the rate of national development.
