In the House of Representatives, Hon. Chinedu Ogah, who represents the Ikwo/Ezza South Federal Constituency, has urged the West African Examinations Council (WAEC) to halt the planned implementation of computer-based tests (CBT), which is scheduled to start in 2026.
According to Naija News, WAEC previously announced its plan to replace the West African Senior School Certificate Examination (WASSCE) with a computer-based test (CBT), drawing comparisons to the Joint Admissions and Matriculation Board’s (JAMB) current system.
In an interview in Abakaliki, Hon. Ogah responded to the news by pleading with WAEC to reconsider the choice, citing concerns for pupils in underprivileged rural communities who do not have access to digital resources and internet connectivity.
He emphasized that the suggested move is both impractical and unfair because many pupils living in remote areas have never used a computer.
According to him, “the majority of students in the hinterlands, particularly those in places without network coverage, are not accustomed to using computers.” “The Federal Government must first institutionalize ICT education in both primary and secondary schools before considering computer-based exams.”
Ogah emphasized more serious issues with the nation’s educational system and contended that it would be detrimental to implement CBT without first resolving underlying issues.
The problem with our education system is that it has virtually collapsed. We are rushing into ICT implementation without building the necessary infrastructure,” he stated.
As a lawmaker with a background in science, Ogah raised valid concerns over how science practicals could be fairly evaluated in a CBT format.
“Take titration for example—when mixing substances to determine chemical reactions—or experiments involving force, fulcrum, and load. These are practical, hands-on experiences that cannot be adequately assessed via computer.”
He also questioned how theoretical concepts in subjects like mathematics could be properly assessed without traditional tools.
“How complex mathematical concepts, like solving quadratic equations using permutation methods, could be effectively evaluated without physical working space and tools,” he noted.
Concluding his remarks, Ogah proposed a phased approach to ICT integration—beginning with investment in school infrastructure, teacher training, and the expansion of network access to remote areas.Allow ICT to be incorporated into the curriculum in an organized manner. Our students will adjust with time. However, he cautioned that implementing CBT at this time is not only premature but also harmful to our educational system, particularly in the sciences.
