Two subcommittees have been established by the House of Representatives Ad-hoc Committee looking into the implementation and remittance of the 5% user charge on the pump price of petroleum products for road maintenance in order to address concerns over the funds’ collection and distribution.
According to the Act creating the Federal Roads Maintenance Agency (FERMA), state road maintenance agencies are supposed to receive 60% of user fees, with 40% going to FERMA.
Though the charge is an essential source of finance for road maintenance nationwide, the committee voiced worry that it has not been operationalized for years.
The newly established subcommittees have a national duty to investigate the reasons behind the five percent charge’s stagnation and determine a clear course of action, according to Ad-hoc Committee Chairman Hon. Francis Waive.
